Show English texts in the TTY consoles

If we choose a language that the tty don't have it's font, (e.g. zh_CN), the tty just shows some white blocks instead of chinese characters, and the users cannot understand at all.

To have this problem solved, may need to modify gettext to determine whether the tty can show the characters of the specified locale. It can show english instead.
