Provide support for Midonet with Quantum
Rationale:
MidoNet is an advanced Software Defined Networking (SDN) solution, which provides network virtualization for public and private cloud environments.
Providing out-of-the-box support for Midonet with OpenStack Quantum will provide users with an alternative SDN implementation in OpenStack deployments.
Goal:
Package midonet plugin for quantum for Ubuntu 13.04.

User Stories:
Tanya can't get all of the features she requires from the openvswitch plugin for Quantum; she selects Midonet because a) its easily deployable using charms and b) the quantum plugin is packaged for OpenStack Grizzly in Ubuntu 13.04 and the Grizzly Cloud archive and c) it supports the advanced networking features she requires.
Risks:
Midonet release alignment with Openstack/Ubuntu does not meet release schedule so unable to release midonet quantum plugin alongside the rest of Openstack Grizzly.
Test Plans:
Ideally get Midonet running on one of the QA labs to ensure charms + quantum plugin work well; otherwise fall back on upstream testing of packages once in archive.
Release Note:
Ubuntu 13.04 includes support for the Quantum Midonet Plugin, providing advanced network virtualization features for OpenStack in-conjunction with Midonet.
