Enable user to switch on/off menu scroll

This is probably a GTK issue.
When new items are added to a menu i Gnome, (all) the menu(s) scrolls all items at next open. This also happens quite often at first menu open after reboot (every time? not sure).
Many users want to have fixed menus, that is, without scrolling, as long as it's room for it on the desktop.
Please add an option to turn this scroll feature on/off in System->Preferences and/or in the Control Center. If OFF, the menu(s) should scroll only if there are no room to display all menu items. I also think the default setting should be OFF.
