Create a New Info-collecting system for bugs

Enable Ubuntu to collect system information (hardware and its specifics, pertinent drivers/software involved, etc.), packages/dependencies, and any other information including what was going on at the moment of an error...and send it to a database. We should also enable the collection system so users can give all the info they want about what's going on and also have an as-you-type suggestions interface which attempts to provide forum/bug-tracker issues to go to and register/comment to or simply to check "this is what I think mine is" or something of that nature...let's get the users involved, but not overinvolved, in bugs to get things running well without boggin-down too many people in support requests: let's integrate automation with participation in integration and blend them beautifully...and see how we can perfect such an experiment! : )
