1) offer high quality, community supplied DIY Materials for download
2) list people around the world who have created batches of material larger than their needs (to lower the price apiece) and are willing to sell them to the community
3) a howto and encouragement to do the above
4) marketing howtos: what you can do to spread Ubuntu in your town!
