Desktop bug reporting tool integration

Ubuntu will include a bug reporting tool, which for example will automatically collect general system information and files that could be useful for debugging the bug. The tool won't actually file any bugs itself, it will direct the user to the relevant +filebug page, and it needs a way of attaching the extra information to the bug report without having the user doing it manually.
