Pending Reviews on Launchpad

To aid with the Launchpad code review process, a script called pending-reviews prepares diffs of branches that are pending approval and checks whether the branch still applies cleanly to the tip of the development branch.
This script is currently driven by information stored in a wiki page, but it would be nice to have this script running on top of Launchpad.
