MeetBot Vote Function

For 0.1.5 MeetBot should have a Vote function.

Example Usage:
01:24 < MTecknology> #vote Build new software
01:24 < MeetBot> Please vote on: Build new software.
01:24 < MeetBot> Public votes can be registered by saying +1/-1/+0 in the channel, private votes by messaging the channel followed by +1/-1/+0 to MeetBot
01:24 < MeetBot> E.g. /msg MeetBot +1 #channel-name
01:24 < MTecknology> +1
  # Can be in channel or out of channel
01:24 < MeetBot> +1 received from MTecknology. 1 for, 0 against. 0 have abstained. Count is now 1
01:24 < MTecknology> -1
  # Won't let me vote again
01:25 < MTecknology> #endvote
01:25 < MeetBot> Final result is 1 for, 0 against. 0 abstained. Total: 1
  # +1 vote for; -1 vote against; +0 abstain
  # Total = for - against
