More comprehensive live filesystem for DVD use

As of Ubuntu 6.06 LTS, an identical live filesystem is used on Ubuntu DVDs and CDs. Since space on the CD is limited, this filesystem omits translations and language support infrastructure for many languages. These packages should be available on the DVD, where more space is available.

kamion 2006-06-23: This specification is more important than live-cd-stacked-filesystems, in the sense that if something goes wrong in live-cd-stacked-filesystems then we would still like to be able to deliver this one. Could you include a "what could go wrong" section with a fallback plan to some other mechanism that's essentially already available now?
