Bug Description
Downloading the keyrings must retain the tar.xz and tar.xz.asc files since that's the only way to reliably verify them from the recovery system. This applies to all keyrings except the master (which must be shipped) and the system must ship with .xz/.xz.asc files if they are to be pre-seeded.
