pcie devices unified management

recentl y we onlly have specific drivers such as GPU driver, FPGA driver, SSD driver, SmartNIC driver and so on. when we meet a new PCIe device for example Cambricon GPU, Mellanox NIC, it's not possible to compose a new driver to adapt. so we need a driver that can unified manage these PCIe devices.
